The guarantee of civil liberties is one of the crucial elements of democracy. Democracy can only flourish in a free environment. In other words it can be said that, freedom is possible only in democratic political environments where governments are accountable to their own people; the rule of law prevails; and freedoms of expression, association, and belief, as well as respect for the rights of minorities and women, are under guarantee.
The Freedom House as one of the leading and credible global organizations dedicated to increase democracy evaluating the democratic scores of countries has newly published its latest report. According to the report, it is stated that, a total of 68 countries suffered net declines in political rights and civil liberties in 2018.
The fall of the Berlin Wall in 1989 and the Soviet Union’s collapse in 1991 cleared the way for the formation or restoration of democratic institutions not only in Eastern Europe, but also in the Americas, sub-Saharan Africa, and Asia. This surge of progress has now begun to roll back. There are a number of areas through which democracy is threatened:
- Freedom of expression has come under sustained attack
- Another norm under siege is protection of the rights of migrants and refugees
- Freedom House’s global survey shows that ethnic cleansing is a growing trend
